The new arrangement of the restructured Railway Board assigns different portfolios to every member.  The work allocation for the restructured board of the Railway Board (rly) has been decided by the Centre of New Delhi.

 Being the topmost body of the Indian Railways, the Railway Board is accountable to the Parliament through the ministry of railways. The CEO and Chairman are given the major responsibilities such as human resources (HR), infrastructure portfolio, security, and safety.

The Cadre Controlling Authorities (CCAs) have also been finalized by the government as per the order. The CCAs have been established before the Indian Railway Management Services- the unified cadre.

According to the order, the chairman of the railway board has been entrusted with managing the Human Resources (HR) as a controlling officer, who will be assessed by an HR director-general.

The CEO on the other hand, is given the responsibility of portfolios with modernization plans such as – safety, security, health, planning, infrastructure, vigilance, efficiency, research, public relations, heritage, the transformation cell, and corporate coordination.

The Union Cabinet had already decided in December 2019, as part of the reform plan of a 150-year old transporter to reduce the strength of the board to almost half and to unite the 8 railway services, which are – mechanical engineering, signal engineering, personnel, engineering, traffic, stores, accounts, and electrical engineering, under the Indian Railway Management System.

The reconstruction of the rly was formally established earlier this month by the Appointments Committee of the Cabinet (ACC). VK Yadav had been appointed as the CEO who was at the time, Chairman of the board.

Member (staff), member (materials management), and member (engineering)- the top 3 posts, have been capitulated with the new rearrangement. Additionally, the member of the post (rolling stock) is being used for designing the director-general (HR) post.

Other members of the infrastructure portfolio have been allotted the responsibilities concerning civil engineering, bridges, signals and telecom, land and amenities, station development, and railway electrification, as per the order issued on Tuesday, September 8, 2020.

The rolling stack members are in charge of the coaches and train sets, mechanical workshops, production units, and other responsibilities. The finance members will oversee the revenue and accounts section. The members of operations and business management are allocated the work related to tourism and catering, non-fare revenue, marketing, and traffic transportation.
