NIA conducts raids across J&K; big crackdown against Jamaat-e-Islami

The National Investigation Agency (NIA) is conducting raids at 45 locations across Jammu and Kashmir’s Anantnag district in connection with a terror funding case. Carrying out raids at multiple locations across J&K regarding the funding of anti-India activities, people linked with Jamaat-e-Islami (JeI) are being checked and investigated. The home of a member of Jamaat-e-Islami (JeI), Gul Mohammad War is also raided.

Raids were conducted in over 45 places across J&K including Doda, Kishtwar, Ramban, Anantnag, Budgam, Rajouri, Doda, and Shopian.

The investigating body has seized documents and digital devices and it is said to be one of the biggest crackdowns against Jamaat-e-Islami- an outfit that was banned by the central government in 2019 due to its pro-Pakistan and pro-separatist leanings.

Home Minister Amit Shah had asked security forces to take action in order to stop radicalisation of youth. Last month, in a Home Ministry review there was a discussion about the growing influence of Jamaat-e-Islami, an outfit that was banned in 2019.

This comes a day after eleven employees of the Jammu and Kashmir government were sacked for having terror links. Among those dismissed were two sons of terror outfit Hizbul Mujahideen founder Syed Salahudin.

J&K talks: Reactions arrive at the conclusion of All party meeting

The crucial all-party meeting involving Gupkar alliance of J&K concluded. The meeting was chaired by PM Modi and ran for three and half hours. One of the agenda of the meeting was talks over restoration of statehood to J&K.

Former CM of J&K, Mehbooba Mufti said, “People of J&K will struggle constitutionally, democratically, peacefully. Be it months or years, we will restore Article 370 in J&K as it’s a matter of our identity. We did not get it from Pakistan, it was given to us by our country, by Nehru, Sardar Patel.”

Mehbooba Mufti belongs to PDP party of J&K. She said, “People of J&K do not accept the unconstitutional removal of Article 370.”

Omar Abdullah of National Conference was one of the leaders from J&K who participated in the meeting.

He said, “We requested PM that our fight will continue but it’s essential to reverse some decisions that are not at all in the interest of J&K. It was given the status of a UT, people do not like it. They want full statehood for J&K with J&K cadre restored.”

Sajjad Lone said that PM wants everyone’s cooperation and participation on delimitation. On the idea of delimitation, Omar Abdullah said, “If the whole purpose of August 5 was to fully integrate J&K with India, doing delimitation just for us does the opposite of that.”

He added that there is no need for delimitation in Jammu and Kashmir now.

Abdullah further commented, “We told PM that we do not stand with what was done on 5th Aug 2019. We are not ready to accept it. But we won’t take law into hands. We will fight this in court. We also told PM that there has been breach of trust between State & Centre. It’s Centre’s duty to restore it.”

On the other end, Minister of state Jitendra Singh stated, “PM said Jammu and Kashmir is moving towards peace and there is a new hope among people.”

PM Modi commented, “Today’s meeting with political leaders from Jammu and Kashmir is an important step in the ongoing efforts towards a developed and progressive J&K.  Our priority is to strengthen grassroots democracy in J&K. Delimitation has to happen at a quick pace so that polls can happen and J&K gets an elected Government that gives strength to J&K’s development trajectory.”

He further said, “Our democracy’s biggest strength is the ability to sit across a table and exchange views. I told the leaders of J&K that it is the people, especially the youth who have to provide political leadership to J&K, and ensure their aspirations are duly fulfilled.”

Does Gupkar alliance or the centre have anything to lose in today’s all-party meeting

Today there will be a meeting among mainstream political leaders from Jammu and Kashmir and the centre. This meeting is the first such move by the Centre since the scrapping of Article 370 & bifurcation of Jammu and Kashmir into two Union Territories in 2019. The erstwhile state of J&K was bifurcated into two UTs via the Jammu & Kashmir reorganization Act, 2019, which was passed on August 05, 2019 and has been effective since October 31, 2019. All the invitees to the meeting have confirmed their participation. They have reached Delhi for the meeting which will be held at 3 pm today.

Gupkar alliance is formed with parties which were otherwise political foes of each other in the erstwhile state of J&K. This meeting is crucial and yet it presents a catch-22 situation for the participating parties. The centre is playing its cards very close to its chest. Hence, Gupkar alliance leaders do not know what exactly will pan out of the meeting. On the other hand, they do not want to be seen irresponsible by letting go an opportunity to talk with the centre. If nothing substantial comes out of the meeting, they also stand to lose credibility in the eyes of their supporters in J&K. The centre, at the other end has not much to lose, as it is already facing credibility damage due to the second wave of Covid19, a mangled and decimated economy, bungled vaccination, continuing farmers’ movement and suppression of voices of protests among students and civil society.

The parties that will meet PM visibly have at least an iota of advantage in terms of their demands and the current back-foot standing of the centre on various issues.

Let us glance through what various people from different parties had to say ahead of the crucial meeting today.

M Y Tarigami of Gupkar allaince

Peoples Alliance for Gupkar Declaration is a union of different political parties. The alliance wants the central government to restore pre-August 2019 status which includes statehood and Article 370. M Y Tarigami is the chief spokesman for the Gupkar Alliance. He said that the leaders will seek something which is theirs. He said that the leaders will seek support of Congress party. Tarigami commented that the meeting is an opportunity to present the views of PAGD. He said that the Gupkar alliance will discuss everything around Article 35A and Article 370 and that the restoration of statehood is the topmost priority.

Ghulam Nabi Azad & P Chidambaram of Congress

INC was first opposed to the scrapping of Article 370. The party leaders had said that they want restoration of full statehood for Jammu and Kashmir. Ghulam Nabi Azad, a senior Congress leader and former Leader of Opposition in Rajya Sabha, said that the demand for full statehood will be at the top of the agenda for the Congress party. Rajya Sabha MP and Congress leader P Chidambaram also took to Twitter presenting his views. Chidambaram said that Congress must push for Jammu and Kashmir’s full statehood.

Altaf Bukhari of J&K Apni party

The J&K Apni Party hit out at the Centre for not inviting it to the meeting. But, it said that they are hopeful of a solution from the meeting. J&K Apni Party’s Altaf Bukhari said, “As a representative of J&K, it is our firm belief that our issues will be resolved by New Delhi, not by Islamabad, Washington, or London.”

Bukhari said that the PM had started a process on March 14, 2020. On that day, a delegation of the Apni Party had met the PM and now he has called an all-party meeting. Bukhari said, “PM should find a way to assuage the pain caused by the abrogation of Article 370. Statehood of J&K should be reinstated, the democratic institution should be restored & elections should be held.”

Sajjad Gani Lone of J&K people’s conference

Jammu and Kashmir Peoples Conference is a party formed by former separatists-turned-mainstream politician Sajjad Gani Lone. He appreciated the initiative by the Prime Minister and hoped that the meeting evolves into something bigger facilitating the restoration of democracy in the Union Territory. There was a need for a new social contract between the people of Jammu and Kashmir and New Delhi, said the party’s spokesperson. Peoples Conference, headed by Sajad Gani Lone, had pulled out of PAGD and caused a huge setback to the efforts of the Gupkar alliance.

Dogra front

Members of the Dogra Front today staged a protest in Jammu against Peoples Democratic Party chief Mehbooba Mufti. A protester said, “This protest is against Mufti’s statement which she gave after the Gupkar meeting that Pakistan is a stakeholder in the Kashmir issue. She should be put behind bars.”

Mehbooba Mufti had been giving controversial statements since the abrogation of Article 370. She had even said that she would not hoist tricolour unless they are allowed to raise the flag of Jammu and Kashmir.

A narcotics smuggler was shot dead along international border in Kathua, J&K

A narcotics smuggler was shot dead by the BSF along the International Border in Jammu and Kashmir’s Kathua district. Officials said that a total of 27 kg of heroin was recovered from him on Wednesday.

A spokesperson of the Border Security Force (BSF) said that the incident took place in the border outpost (BOP) Pansar area of Hiranagar sector.

BSF personnel noticed the smuggler trying to sneak into the Indian territory from the other side of the border, after which he was given warning. The spokesperson said that BSF shot him after he ignored their warnings and tried to flee.

As of now, the identity of the smuggler is being ascertained. A senior officer said that the value of the drugs recovered during the operation is estimated to be over Rs 100 crore in the international market.

The spokesperson pointed out that on January 23, the BSF had detected a 150-metre underground tunnel. This tunnel was meant to facilitate the infiltration of terrorists from Pakistan for carrying out subversive activities in the BOP Pansar area.

Gupkar alliance will attend an all-party meeting with PM; restoration of statehood on cards

Today Gupkar Alliance of Jammu and Kashmir, said that they will attend an all-party meeting this Thursday with Prime Minister Narendra Modi. The alliance is led by veteran politician Farooq Abdullah. The all party meeting will have important agenda to be covered as per sources with knowledge of the matter.

Last week, sources said that PM Modi called for the all-party meeting. This development comes amid reports that the Centre may discuss restoration of statehood. The discussion may also cover other important issues concerning the union territory. This is PM Modi’s first major outreach to end the political impasse over ending thespecial status of J&K in 2019.

Peoples Democratic Party (PDP) chief Mehbooba Mufti was among those who participated in the second meeting of the People’s Alliance for Gupkar Declaration (PAGD). Among other things, the meeting discussed the Centre’s invitation for the all-party meeting with the Prime Minister.

Dr Abdullah said,”Mehbooba-ji, MdTarigami sahib and I will attend the all-party meeting called by PM. We hope to keep our agenda before PM and HM (Home Minister).” He added that they will put forth their demands for the restoration of Jammu and Kashmir’s special status and statehood.

On Thursday, former Chief Minister Farooq Abdullah would be representing the National conference party at the meeting with Prime Minister NarendraModi. A source familiar with the internal talks had indicated, “FarooqSahab could be accompanied by Mehboobaji or Tarigami. Final decision will be taken within next two days”.

The Gupkar Alliance is a seven-party alliance of mainstream parties which was formed to campaign for the restoration of special status to J&K.

Ms Mufti said, “Statehood (for Jammu and Kashmir) is the Prime Minister’s own commitment. They would not be doing us a favour by giving us statehood back. Gupkar Alliance has been formed for the restoration of what was taken away from us on August 5, 2019.”

Another alliance member Muzaffar Shah said,”There can be no compromise on Article 370 and 35A.”

In this context, last FridayHome Minister Amit Shah met National Security Adviser AjitDoval, Jammu and Kashmir Lieutenant Governor Manoj Sinha and top security and intelligence officers.In August 2019, the Centre ended the special status to J&K and divided the state into two Union Territories, Jammu and Kashmir &Ladakh.

Just before the Centre announced the big decisions in parliament, top leaders in J&K including Ms Mufti, Farooq Abdullah and Omar Abdullah were arrested. The three former chief ministers were released later, with Omar Abdullah released after nearly 8 months.

Earlier this month, it was reported that the Centre was likely to start the political process that has been virtually non-existent since 2019.

The Centre is also expected to discuss assembly elections in Jammu and Kashmir. The assembly elections in J&K are due since 2018, when the BJP snapped ties with its coalition partner and then Chief Minister Mehbooba Mufti.In December, local body polls in Jammu and Kashmir were held. The Gupkar Alliance won more than 100 seats and the BJP emerged as the single largest party with 74 seats.

In J&K, a 120 year old woman inspires vaccination against Covid19

In Jammu and Kashmir, a 120-year-old woman in Udhampur has emerged as the ‘poster girl’ of vaccination. Vaccine hesitancy in J&K has resulted in slow progress for the Covid-19 vaccination drive of March and April this year.

An official said that Dholi Devi, 120, a resident of village Ghar Katiyas of Sub Division Drudu, Tehsil Latti in Udhampur, was administered her first dose at a vaccination camp. The official said that “Ms. Devi has set an example for younger people.”

A family member of Dholi Devi, who had accompanied her, told the media that they felt more confident to come forward for vaccination.

He added, “Vaccine is the best shield against the COVID infection. We are very happy to get our eldest member of family vaccinated against the COVID-19 infection.”

The public was appealed to by the Deputy Commissioner, Udhampur, Indu Kanwal Chib to cooperate with the district administration in vaccination.

She further added, “The Health Department has been directed to expedite the vaccination campaign in a mission mode and achieve the targets in a fixed timeline.”

Meanwhile, on Friday, Deputy Commissioner of Jammu, Anshul Garg said that overall positivity rate, which was above 10% in the first week of May, has dropped to below 7% in the past few days.

He said, “Equivalent emphasis has been given on testing in urban as well as rural areas. Around 7,000-8,000 tests are being conducted on a daily basis, out of which 50% have been conducted in rural areas.”

Mr. Garg said that the majority of 45-plus age group persons have been vaccinated. He further added, “Over 3.55 lakh beneficiaries of this age group have been given the first dose of vaccine, and left out beneficiaries will be covered soon to achieve the 100% target.”

According to official figures, in the past 24 hours, 43 people died of Covid19 and 3,848 new positive cases were seen.

Officials have said, “While 1,442 cases were from the Jammu division, 2,406 were reported from the Kashmir division. Of 43 deaths, 27 were from the Jammu division and 16 were from the Kashmir division.”

Delhi Police have arrested two people

Two arrests were made with regards to the farmers’ protests from Jammu.

Delhi Police have arrested two people, including a prominent farmer leader, from Jammu for their alleged involvement in the violence at the Red Fort during the farmers’ tractor parade on January 26, officials said on Tuesday.

Jammu and Kashmir United Kisan Front Chairman Mohinder Singh (45), a resident of Chatha area of Jammu city, and Mandeep Singh (23), a resident of Gole Gujral, Jammu, were “active participants” and “key conspirators” in the violence at the historic fort, Delhi Police said.

The duo was taken into custody by the Crime Branch of Delhi Police on Monday night and immediately shifted to the national capital for questioning, they said.

They were apprehended with the support of Jammu and Kashmir Police, Delhi Police said.

“As per the information received, both the accused are active participants and key conspirators in the riot at Red Fort,” Delhi Police Additional PRO Anil Mittal said.

Thousands of protesters had clashed with the police during the tractor parade called by farmer unions on January 26 demanding repeal of the Centre’s farm laws.

Many of the protesters reached the Red Fort driving tractors and entered the monument during the chaos on Republic Day. Mohinder’s family, however, claimed that he was innocent and demanded his immediate release.

“He (Mohinder Singh) informed me that he was called by the Senior Superintendent of Police (Jammu) and was visiting Gandhi Nagar Police Station before his mobile got switched off. Upon enquiring, I came to know that he was arrested by police and shifted to Delhi,” the farmer leader’s wife told reporters.

She claimed that her husband was at the Delhi border and not at Red Fort when the violence broke out. “He went alone to see the SSP because he was not afraid as he had done nothing wrong,” she said.

Senior Congress leader Ghulam Nabi Azad, after a four-decades-old career, would be resigning from the Rajya Sabha one week from now. He said that he will join BJP when there will be black snow in Kashmir, thereby clarifying that he would not ever join BJP. Congress leader Ghulam Nabi Azad has dismissed the theory & speculation that he may join the Bharatiya Janata Party (BJP).

Azad said that he has known Modi since the 90s when they would participate in TV debates. He added that they fought, discussed, and even shared some tea. He likewise highlighted his friendly relations with late former PM Atal Bihari Vajpayee. Azad maintained that those who say he will join the BJP or are spreading these rumours do not know him.

In his 28-minute farewell speech in the parliament, he talked about his expectation about rebuilding of harmony in Jammu and Kashmir and the return of Kashmiri Pandits back to the Valley.

Azad reviewed his long relationship with Parliament starting from 1980 and furthermore his experience as Chief Minister of Jammu and Kashmir. He retraced his political venture starting from the Bhalesa block in the Doda region. Azad said that Congress president Sonia Gandhi composed a long letter to him appreciating his work all through as the party’s general  secretary and the Leader of the Opposition in Rajya Sabha. Azad was among the four members in the Rajya Sabha to be given an enthusiastic, & emotional farewell by the House.

The six years’ term of all the Rajya Sabha members from Jammu and Kashmir is reaching a conclusion during the current session of Parliament and there will be no representation in the Upper House from the Union Territory till the time a Legislative Assembly gets constituted after elections.

In J&K, 4G services are being restored after almost two years of internet shutdown

After being suspended for close to two years (18 months of shutdown), 4G internet services will finally be restored in the entire Jammu and Kashmir.

The 4G internet services were shut down in the UT after the Centre abrogated the erstwhile state’s special status under Article 370 on August 5, 2019.

The 4G mobile internet services were available in only two of the 20 districts of Jammu and Kashmir until now. Services were restored in Udhampur in Jammu and Ganderbal in Kashmir on August 16 last year on a “trial basis”.

In a tweet, J&K administration principal secretary Rohit Kansal announced that 4G mobile internet services are being restored in the entire J&K.

The services, according to sources, are meant to resume from Friday midnight. Sources said that a high-level committee headed by Union Home Secretary Ajay Bhalla recently took the decision to restore services in Jammu and Kashmir based on reports by security agencies that restoration of 4G mobile internet services was not likely to cause any major security problem in the UT.

“A meeting was held this morning by Lieutenant Governor Manoj Sinha, where the go-ahead was given for restoration of 4G services based on the recommendation of the local administration and security agencies,” a government official said.

However, prepaid SIM cardholders shall be provided access to the internet connectivity only after verification as per norms applicable for post-paid connections, an official notification stated

“Keeping in view the advice of the Special Committee and upon careful review of the overall security scenario, I, Principal Secretary to the Government, Home Department [Competent Authority under sub-rule (1) of Rule 2 of the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017, hereby revoke the restrictions on mobile data services and fixed-line internet connectivity placed vide Government Order No. Home-02 (TSTS) of 2021 dated 22.01.2021, except to the extent that the prepaid SIM cardholders shall be provided access to the internet connectivity only after verification as per norms applicable for post-paid connections,” the official notification read.

Former J&K chief minister Omar Abdullah reacted to the news of resumption of 4G internet in the union territory and said, “4G Mubarak! For the first time since Aug 2019 all of J&K will have 4G mobile data. Better late than never.”

Internet services were snapped in Jammu and Kashmir before the Centre announced the abrogation of Article 370 of the Indian Constitution on August 5, 2019. The abrogation of Article 370 stripped J&K of its special status, splitting it into two Union Territories – J&K and Ladakh.

The government had cited separatists and Pakistan-based terrorism as the reasons to restrict high-speed internet in Jammu and Kashmir.

In August last year, Central government had told the Supreme Court that a special committee looking into the issue of internet restoration in Jammu and Kashmir was considering allowing 4G internet access on a trial basis in the Union Territory.

Centre had said that 4G access will be given in one district of Jammu region and one in Kashmir. Following this, 4G internet services were restored in Ganderbal and Udhampur district from August 16. In rest of the J&K districts, internet speed continued to be restricted to 2G.

Internet services had been suspended on ground of anticipated law and order situations as a result of the decisions, and intelligence inputs about possible attacks by terrorists infiltrating from across the border.

However, the government took the decision last year to restore the internet in a phased manner, first in broadband services, and then by lifting the restrictions on 4G mobile Internet services in Ganderbal and Udhampur. Elsewhere in the UT, people had only 2G Internet services on mobile.

Sources said that the decision to restore services has taken into account the experience in Ganderbal and Udhampur.

“No major incident of terror or law and order has taken place in the five months since the restoration of the Internet in these districts. The whole idea of the trial run was this,” another government official said.

On Tuesday, the government told Parliament that terrorist attacks in the Valley had more than halved in 2020 compared to 2019. The number of terrorists killed by security forces in Kashmir went up by 41% in this period.

Responding to a question on the security situation in Kashmir, Minister of State for Home G Kishan Reddy told Lok Sabha there were 244 terror incidents in Jammu and Kashmir in 2020, with 37 civilian and 62 security-personnel casualties. In 2019, there were 592 terror incidents, and 37 civilian and 80 security-personnel casualties. In 2018, these figures were 614, 39, and 91 respectively.

“Even though there have been reports of locals joining militancy, both terror incidents and casualty of security personnel is consistently dwindling. It is a good time to restore the Internet and give the people a sense of normalcy,” the official said.

Some observers noted that the move actually comes after the reaction from the US embassy which highlighted the importance of free speech and access to internet as being basic components of human rights, that has probably shaken the authority out of apathy.

A security establishment officer from Jammu and Kashmir said that the local administration had been pushing for restoration of mobile Internet services for months, but things had not moved because of reservations in Delhi.

“The security agencies have been saying since last year that the situation is under control and mobile Internet can be restored across the Union Territory, but the Ministry of Home Affairs did not give the go-ahead. It is good that it has relented now. Restoration of services will make life easier for the people, and will also be a good confidence-building step,” the officer said.

Ban on high-speed internet services except for 2g to continue till November 12 in J&K

The Jammu & Kashmir administration extended the ban on 4G and allowed the 2g internet service facility for the residents of the Union Territory (UT) till November 12. The ban on high-speed internet services was extended till November 12 in all except two districts.

Meanwhile, as per the order high-speed mobile data services will be available in Ganderbal and Udhampur districts. Services in the entire region will be available for post-paid SIM card-holders only. Furthermore, the order specified that fixed-line internet connectivity, without any speed restrictions will continue to be made available. As per an order issued by the Principal Secretary, Home Department, the restrictions in high-speed internet services have been felt “absolutely necessary in the interest of the sovereignty and integrity of India.”

Authorities in Jammu and Kashmir allowed access to 2G mobile internet services on prepaid and post-paid phones after a blockade of six months since the abrogation of provisions of Article 370 on August 5 last year, in late January this year. The development came after the Supreme Court of India on January 10, asked the authorities to review the restrictions in J&K and observed that ‘access to the internet’ is a fundamental right under Article 19 of the Indian Constitution. Clampdown on internet services was imposed in Jammu and Kashmir after the Centre’s abrogation of the contentious Article 370 on August 5 last year.

The order read, “The Special Committee constituted by the Supreme Court held its meeting to consider the continuation or otherwise of the directions regarding the regulation of the Internet Services in the context of the views expressed by security agencies and administration of JK, especially related to the security aspects, the border security, and the concerns on the account of public order.” It further added, “The Committee noted that the internet speed related restrictions are not posing hindrance to COVID Control measures, access to educational programmes and carrying out of business activities.”

The order copy provided by the Principal Secretary to the Government, Shaleen Kabra, read, “The directions shall be effective from October 21, 2020, and remain in force till November 12, 2020, unless modified earlier.” The officials have been asked to communicate the same to the service providers in the region. The Principal Secretary said that the restrictions shall remain in force till November 12, or unless notified earlier. The IGPs have been asked to ensure the communication of these directions to the service providers forthwith and their implementations on the ground in “letter and spirit.”
